The nationally recognized "Little Giant" enterprises specializing in niche fields and innovative technologies are identified annually by the Ministry of Industry and Information Technology. Companies selected for this designation are leaders among high-quality SMEs, distinguished by their focus on core areas of industrial foundations and critical links in the supply chain, outstanding innovation capabilities, mastery of cutting-edge technologies, strong market presence in specialized segments, and excellent quality and profitability—hallmarks that embody "professionalism, precision, uniqueness, and innovation."

A relevant official from the SME Bureau of the Ministry of Industry and Information Technology introduced that "Little Giant" enterprises are companies possessing three distinct "expert" characteristics. First, they are industry "experts" with a deep understanding of user needs, aiming to meet those demands with high quality by cultivating expertise in their niche segments. Second, they are supply-chain "experts," mastering critical core technologies and primarily serving as key supporting partners for leading, backbone enterprises. Finally, they are innovation "experts," constantly leveraging new technologies, processes, materials, and business models to iteratively enhance their products and services.
